ORDINANCE NO. I � �-�J <br /> ORDINANCE AUTHORIZING ADOPT-A-HIGHWAY PROGRAM <br /> BE IT ORDAINED, BY THE CITY COUNCIL OF THE CITY OF DECATUR, <br /> ILLINOIS: <br /> Section 1. The purpose of this Ordinance is to allow <br /> private citizens to support municipal anti-litter efforts by <br /> allowing groups to adopt a section of highway for the purpose of <br /> litter collection. This Ordinance is adopted pursuant to the <br /> Illinois Adopt-A-Highway Act. (605 ILCS 120/1 et secr. ) <br /> Section 2 . For purposes of this ordinan�ce: <br /> (A) "City" means the City of Decatur, Illinois. <br /> (B) "Group" means members or employees of civic or <br /> not-for-profit organization and commercial or private <br /> enterprises, who have requested to participate, or who are <br /> participating in, an Adopt-A-Highway program. <br /> (C) "Litter" means any unsightly or offensive matter that <br /> may include disposal packaging, containers, cans, bottles, paper, <br /> ashes, and cigar and cigarette butts. Litter does not include <br /> hazardous, heavy, large items or carcasses. <br /> (D) "Group Coordinator" means the individual selected by a <br /> group to serve as its liaison with the City. <br /> (E) "Group President" means the individual who is the <br /> recognized leader, president, or chairman for a group. <br /> (F) "Adopted Section" means a length of municipal <br /> right-of-way and a length of State right-of-way identified by the <br /> Illinois Department of Transportation and the City as a safe, <br /> adoptable section of right-of-way located within the corporate <br /> limits of a municipality , approved by the sponsoring <br /> jurisdiction's director for adoption by a group. Sections of <br /> rights-of-way may be determined inappropriate for adoption for <br /> safety reasons. No interstates may be adopted. <br /> (G) "Director" means the City's Director of Public Works. <br /> Section 3 . (A) The director is responsible for organizing <br /> and controlling participation in the program. <br /> (B) Groups may apply to the City for participation in the <br /> City's Adopt-A-Highway program.
