See below . <br /> In support of this request, petitioner hereby submits to the City Plar <br /> Commission and City Council the following facts : <br /> On February 8 , 1993 , the City Council , in Study Session , a- <br /> warded the Neighborhood Housing Development Corporation <br /> $28 , 500 in CDBG funds to purchase and rehab a building for <br /> the purposes , ( 1 ) of becoming a home base for NHDC , ( 2 ) of <br /> sponsoring construction training programs , ( 3) of sponsoring <br /> homeowner and homebuyer seminars , and , (4) of providing <br /> available space to neighborhood residents wanting to plan <br /> neighborhood activities . - <br /> After becoming familiar with the Zoning Ordinance handbook , <br /> NHDC decided a Special Use permit would more accurately suit <br /> the building ' s zoning .
