No. 93-07 Petition of ARTHUR LEE WALKER for a Special <br /> Use Permit to allow the operation of a <br /> funeral home on premises commonly known <br /> as 1725 North Jasper Street. <br /> Mr. Les Schwartner, representative of Mr. Walker, was present and <br /> spoke for the petition stating that the site plan and proposal <br /> would be an improvement to the neighborhood. <br /> Mr. Gruenewald questioned if the existing building would be razed <br /> and a new one built. Mr. Schwartner stated that the existing <br /> building would be remodeled. <br /> Mrs. Coulter questioned exterior improvements. Mr. Schwartner <br /> stated that the building would be vinyl sided. <br /> There were no objectors present. <br /> Mr. McQueen presented the recommendation of staff: <br /> The Zoning Ordinance was recently amended to allow a funeral home <br /> in a B-1 Neighborhood Shopping District by means of a special use <br /> permit. Prior to that amendment, funeral homes were first <br /> permitted in the B-2 Commercial District. <br /> The subject tract is presently occupied by a vacant building <br /> which was previously used for various retail businesses. While <br /> the area in question is surrounded by property zoned R-3 Single <br /> Family, it has frontage on an arterial street (Jasper Street) and <br /> there is adequate area to provide off street parking as required <br /> by the Zoning Ordinance. <br /> Staff is of the opinion that the proposed use would be an <br /> improvement to the subject tract and general neighborhood, and <br /> that it would be in keeping with the recent amendment to allow <br /> funeral homes in a B-1 zone where such operation is found to be <br /> compatible with the general area. <br /> Staff recommends approval of the petition with the following <br /> stipulations: (1) a sight break fence be constructed along all <br /> sides of the proposed parking lot adjoining a single family zone, <br /> and (2) that the f loor plan be designed with access to the rear <br /> (west end) of the building and no access be permitted from the <br /> north side (along the alley) . <br /> Mr. Weaver stated that staff had spent time with the petitioner <br /> regarding the proposal and indicated concern with the access off <br /> of the alley and the door opening into the alley. Following <br /> further review by staff, it was concluded that a better access <br /> point would be at the back of the building. <br />
