Mr. Schwartner stated that the primary access to the building <br /> would be in the front and the side door would be used to exit for <br /> a funeral. Exiting out the back would not be feasible as there <br /> is a load bearing wall. The side door may be used once a week <br /> for a funeral. <br /> Mr. Fisher questioned if there is work to be done on the <br /> approaches and in the alley. Mr. McQueen stated that there is <br /> and the site plan would be submitted and reviewed by the Planning <br /> Division and Engineering Division. He noted that a special use <br /> permit for this operation would be a privilege not otherwise <br /> permitted and due to this, the access should be in the back and <br /> on the petitioner's property rather than the alley. Mr. McQueen <br /> stated that an entrance or exit could be cut in a load bearing <br /> wall with proper design standards. <br /> Mr. Schwartner stated that areas on the west side would seriously <br /> change the entire parking layout and may interfere with water <br /> retention area to the south of the lot. <br /> Mr. Gruenewald questioned if patrons would walk from the parking <br /> lot to the front or side of the building. Mr. Schwartner stated <br /> that access to the building would be in the front and on the <br /> side. Regarding parking, Mr. Schwartner stated that four of the <br /> spaces would be suitable for compact cars only. <br /> Mr. May questioned if the petitioner was aware of the suggestion <br /> to construct sight break fences. Mr. Schwartner stated that he <br /> is aware of it and there would be no problem with constructing <br /> the fences. Petitioner would also blacktop the alley and both <br /> parking lots. <br /> Mrs. Coulter questioned where the procession would line up. Mr. <br /> Schwartner stated that the cars would line up from the exit to <br /> the alley and drive out to Jasper. <br /> Mr. McQueen stated that there is concern with blocking the alley <br /> to accommodate this special use permit and that the proposed <br /> operation would be adjacent to a residential area. Staff is of <br /> the opinion that it would be better to exit from the back of the <br /> building, and there is a possibility at that location for future <br /> carport construction to accommodate a funeral assemblage. <br /> It was moved and seconded (Coulter/Clevenger) and unanimously <br /> approved to forward Cal. No. 93-07 to City Council with <br /> recommendation for approval with stipulation that sight break <br /> fences surround the parking lots and the plan be altered to <br /> reflect access at the rear of the building. <br />
