EXCERPTS FROM <br /> TRAFFIC & PARKING COMMITTEE MEETING <br /> SEPTEMBER 9, 1992 <br /> ITEM #3 Request for a four-way stop at Warren Street and <br /> Center Street to replace existing yield signs. <br /> Matt Newell stated he calculated the traffic counts shown <br /> on the plats and noted there have been a significant number of <br /> accidents involving southbound vehicles, primarily because of <br /> site hazards. Even though this problem could be solved by the <br /> addition of stop signs, he recommends against a four-way stop. <br /> The yield signs are not effective because more traffic travels <br /> north and south than east and west. He believes stop signs on <br /> Center Street would be the better approach. <br /> Rev. Benjamin White stated the intersection is dangerous <br /> and he has personally been involved in an accident there, where <br /> the other driver did not adhere to the yield sign. He agrees <br /> there is a site hazard on the northeast corner. He asks that, <br /> if a four-way stop cannot be done, could the two yield signs be <br /> replaced with stop signs. He would then request that the <br /> District Officer pay more attention to the intersection after <br /> the signs are installed. He stated there are children in the <br /> area and that he was told by the District Officer that someone <br /> will have to be killed or injured badly before stop signs are <br /> installed. He would prefer a four-way stop, but two signs would <br /> be a good start. He would prefer them on opposite corners of <br /> staff recommendation. • <br /> . Mr. Newell stated the reason he has suggested these corners <br /> is that there are twice as many vehicles traveling on Warren <br /> Street than on Center. <br /> Judy Moss asked for Safety Service's opinion. <br /> Chris Herring commented that Safety Service's attitude is <br /> not that we should wait until something drastic happens before <br /> something will be done. His opinion differs in that the Patrol <br /> Bureau wants the four-way stop because if there is an obstruc- <br /> tion on two corners, it should be taken care of by putting four <br /> signs. He suggests putting two up, monitoring the traffic, and <br /> then add two more signs if that doesn't take care of the prob- <br /> lem. He also suggests installing "no parking from here to <br /> corner" signs on Center at the southwest corner where the rest <br /> home is. <br />
