� �f-� � � <br /> � <br /> . <br /> EXCERPTS FROM <br /> TRAFFIC & PARKING COMMITTEE MEETING <br /> DECEMBER 11 , 1991 <br /> ITEM #4 Committee requested discussion on a proposed book drop- <br /> off zone on North Street directly in front of the <br /> Decatur Public Library. <br /> Mrs. Moss stated that she was opposed to parking meters in <br /> the area and that this area should be unloading and loading zone. <br /> She further stated that meters would be a hindrance and that she <br /> would like to see the loading and unloading zone created. <br /> At approximately 5: 00 p.m. Mrs. Moss left the meeting. <br /> . Mr. Leoucis stated that� his letter to the Commission said <br /> what he had to say. When asked by a Commission member if he <br /> received a ticket in the area. Mr. Leoucis stated that he parked <br /> tl�ere like he normally did and he did not know that the signs <br /> were no parking signs . He thought they were loading and <br /> unloading signs. <br /> Mr. Herring stated t}iat wheil he spoke with the library <br /> staff, they were concerned about parking being abused in front of <br /> the building and that his impression was that the area was to be <br /> a drop-off zone for materials only and not a loading and <br /> unloading zone. <br /> Mr. Swartz stated that he felt the area could be a drop-off <br /> zone with a five minute limit so that it could be enforced. <br /> Bill Turner moved and Jim Sc}iiller seconded a motion to <br /> rescind the no parking ordinance in effect for that area. That <br /> motion was unanimously carried. <br /> The motion was then made and seconded to create a material <br /> drop off zone directly in front of the Decatur Public Library <br /> with a five minute time limit. That motion was approved with a <br /> vote of four ayes and three nays. <br />
