There are inadequate water, <br /> sewer and other utility facilities for the Area. <br /> H. Depreciation of Physical Maintenance. See paragraphs <br /> 3 .B. and D. above. <br /> I . Lack of Community Planninq. The blighted, improved <br /> area was developed unplanned and outside of the juris- <br /> diction of the City. <br /> The vacant areas are blighted in that the sound growth of the <br /> taxing districts is impaired by reason of obsolete platting and <br /> deterioration of neighboring site improvements (see above) , as <br /> well as by the presence of substantial areas of unused rail <br /> tracks and railroad rights of way, some of which will be the sub- � <br /> ject of initial redevelopment hereunder (see below) . <br /> Eliqibility Survey <br /> The Redevelopment Project Area evaluation, as described above, <br /> involved the recording only of information which would directly <br /> aid in the determination of eligibility for a Tax Increment <br /> Financing District. <br /> VI . REDEVELOPMENT PLAN AND PROJECT OBJECTIVES <br /> The City of Decatur proposed to accomplish or serve as a catalyst <br /> to achieve redevelopment goals and objectives. The City intends <br /> to use public financing methods, including, but not limited to, <br /> Tax Increment Financing to fund roadway construction and <br /> rehabilitation, water installation, electric utility installation <br /> and relocation, storm and sanitary sewer construction, structural <br /> rehabilitation, sidewalk construction, landscaping, fencing and <br /> buffering. <br /> Concept <br /> The general planning objective for the Redevelopment Project Area <br /> is to improve underlying environmental and financial conditions, <br /> thereby enhancing property values. <br /> In order to achieve this concept, the following goals will be <br /> pursued: <br /> GOALS <br /> The elimination of blighting conditions. <br /> Reduce neighborhood is�lation. <br /> Improved neighborhood health and safety conditions. <br /> Enhanced property values. <br /> -3- <br />
