, � To achieve these goals, the following objectives will be pursued: <br /> , � � Environmental Obiectives <br /> 1 . To improve access to and through the neighborhood, the newly <br /> developing commercial parts of the Redevelopment Project <br /> Area. <br /> 2 . To improve structural conditions through the elimination of <br /> building deterioration that may have resulted from advanced <br /> age, obsolescence, or neglect. <br /> 3 . To upgrade property maintenance conditions consistent with <br /> recognized community standards. <br /> 4 . To assure the physical relationship between the neighborhood <br /> and surrounding area is compatible with long term neigh- <br /> borhood and broader community interests. <br /> 5 . To enhance the health and safety of neighborhood residents. <br /> Financial Ob�ectives <br /> To undertake and promote activities within and in proximity <br /> to the neighborhood that will enhance neighborhood property <br /> values. <br /> Activities <br /> To achieve these plan objectives or serve as a catalyst for their <br /> realization, the City intends to undertake a staged program of <br /> activities. It is anticipated the program would be accomplished <br /> in three phases over the life of the Tax Increment Financing Dis- <br /> trict. <br /> Phase I <br /> During this phase of the redevelopment project, road and utility <br /> projects will be completed. Rehabilitation of properties will be <br /> promoted through programs such as a low interest revolving loan <br /> program. Property owners will be encouraged to improve property <br /> conditions within the neighborhood. Projects undertaken during <br /> this phase will include the construction of Martin Luther King, <br /> Jr. Drive from Mound Road to Shutter Drive, street milling and <br /> cold mix recycling, and utility installation. <br /> Phase II <br /> Access to the neighborhood area will be significantly enhanced <br /> with roadway construction to be completed during this phase. It <br /> is anticipated that Martin Luther King, Jr . Drive will be com- <br /> pleted during this phase from Pershing Road to Mound Road, which <br /> is outside of the Redevelopment Project Area, but which road con- <br /> struction is necessary to provide full access from the south to <br /> the Redevelopment Project Area. <br /> -4- <br />
