C. PLANNED UNIT DEVELOPMENT: <br /> Planned Unit Development: An authorized agent of the Municipal, <br /> County, State, or Federal Government or the owner or owners of <br /> any tract of land classified in the R-1, R-2, R-3, R-5, <br /> R-6, O-1, B-1, B-2, M-1, or M-2 zoning districts or any <br />' combination thereof, may submit a plan for the use and <br /> development of all of the tract of land in accordance with <br /> the land use regulations of the respective underlying zoning <br /> classification. The development plan shall be referred to <br /> the City Plan Commission for study and for public hearing. <br /> Notice and publication of such public hearing shall conform <br /> to the procedures prescribed in Section XXVII for hearings <br /> on changes and amendments. After receipt by the Commission <br /> and determination of a recommendation, such plans shall be <br /> submitted to the City Council for consideration and action. <br /> Final action by the City Council shall be determined by <br /> majority vote. <br /> In the course of review and recommendation of a Planned Unit <br /> Development, the Plan Commission and the City Council shall con- <br /> sider the following: <br /> 1. Compatibility with the character of the surrounding <br /> neighborhood and general area. To this end, the <br /> Commission may required in the absence of an <br /> appropriate physical barrier, that uses of <br /> least intensity and/or a buffer of green space <br /> or screening be arranged along the borders of <br /> the project. <br /> 2 . The effect of the proposed Planned Unit Development <br /> upon the immediate area. <br /> 3 . Whether or not an exception from minimum zoning <br /> regulations as herein stated is warranted by <br /> virtue of the design and amenities incorporated in <br /> the development plan. <br /> 4 . That the proposed Planned Unit Development is in <br /> accordance with the general intent of this <br /> Zoning Ordinance and the Decatur Urban Area Land <br /> . Use Plan. <br /> I 5. That the existing and proposed streets are <br /> adequate to carry anticipated traffic within the <br /> proposed Planned Unit Development and in the <br /> general vicinity thereof. . <br /> EXHIBIT "A" <br />
