Clark, Community Develcpment Director <br /> SUBJECT: Historic District <br /> Attached please find naterials for your review regarding ex- <br /> pansion of the City of Decatur Historic District . These <br /> materials were previously submitted to you for the City Council <br /> study session held on Monday, March 12 , 199C1. <br /> As you are aware , the historic preservation ordinance <br /> specifies a process to be followed leading to City Council action <br /> on the petition. This process has included: <br /> 1 . Receipt of the petition to expand the district by the <br /> Historical and Architectural Sites Commission. <br /> 2. Finding of inerit by Lhe Director of Comnunity <br /> Devel�pment . <br /> 3 . Notification to all property owners by certified mail <br /> that a public hearing was to be held . <br /> 4. A public hearing to obtain citizen opinion on the <br /> petition. <br /> 5 . A recommendation by the Historical and Architectural <br /> Sites Commissioa. <br /> 6 . Notitication to property owners by certifi.ed mail of <br /> the date and time the petition would be heard by the <br /> City Council . <br /> The expansion of the historic district wiil promote two com- <br /> munity and neighborhood planning objectives : <br /> 1 . Foster the preservation of historic structures and <br /> buildings witt� architectural significance. <br /> 2. Provide a means of stabilizing the quality and <br /> character of older residential neighborhoods . <br /> Having completed the required procedures �or �esignation, <br /> City Council action is now warranted. <br />
