` � COMMUNITY DEVELOPMEI3T MEMORANDUM <br /> N0. 90-80 <br /> March 26, 1990 � <br /> T0: Honorable Mayor Gary Anderson and <br /> City Council Members <br /> FROM: Historical and Architectural Sites <br /> Commission �--k: .j�` _�...��+•-�� ``.. ��-�-=-•..��-r- �.-%;-r_z-�-r-.-.-r._ r`-- <br /> SUBJECT: Near West Historic District <br /> On Wednesday, February 15, 1990 the Historical and Architec- <br /> tural Sites Commission held a public hearing for the designation <br /> of the north central portion of the near west side neighborhood <br /> as a historic district ; under the provisions of Chapter 31 of the <br /> City Code, Landmarks and Historic Districts Ordinance. <br /> Following the public hearing and after a careful examination <br /> of the evidence and documentation presented by t�►e applicant (the <br /> Near West Restoration and Preservation Society) the commission <br /> has concluded that the proposed historic district meets with the <br /> following criteria as specified on the preservation ordinance : <br /> � 1 . The near west historic district has character, interest <br /> or value as part of the development, heritage or cul- <br /> tural characteristi�s of the City of Decatur, County of <br /> Macon, State of Illinois, or United States of America <br /> [Section 4 (a) ] ; i. e. , Governor Richard J. Oglesby, who <br /> was a personal friend of President Lincoln lived at <br /> 421 West William Street (also known as the Ogiesby <br /> Mansion) . The Italiante house was built in 1874. <br /> 2. The near west historic district is identified with a <br /> person or persons who significantly contributed to the <br /> development of the city , county , state or nation <br /> [Section 4 (c) ] ; i . e . , James Millikin lived at 125 <br /> North Pine Street (also known as Millikin Homestead) . <br /> The Italiante house was built in 1876. <br /> 3. The near west historic district embodies distinguishing <br /> characteristics of an architectural style valuable for <br /> the study of a period, type, method of construction or <br /> use of indigenous materials [Section 4 (d) ] ; i. e. , the <br /> following architectural styles are found in the dis- <br /> trict : Greek Revival , Gothic Revival , Colonial <br /> Revival, Italiante, English Tudor, Victorian <br />
