House Bill 3857 was passed in response to Public Act <br /> 85-1250 and this bill created the Community Inteqrated <br /> Living Arranqement (CILA) Licensure & Certification Act to <br /> be administered by the illinois Department of Mental Health <br /> and Developmental Disabilitfes (DMHDD) . This Act provides <br /> for �icensure of community aqencies to provide Community <br /> Inteqrated Livinq Arranqement Services for persons with <br /> mental illness or developmental disabilities. CTLA Services <br /> are intended to promote independence in daily livinq & <br /> economic self-sufficiency. CILA means a livinq arranqement <br /> and support services certified by an Aqency under this Act <br /> where eiqht (S) or fewer individuals with developmental <br /> disabilities or mental illness reside ( individually or as a <br /> group) under the supervision of an Agency. � <br /> 2. In conjunction with the CILA concept, in December 1989, the <br /> DMHDD awarded fundinq contracts to community agencies, <br /> includinq Macon Resources, Inc. , to develop an array of <br /> services, includinq residential for adults with <br /> developmental disabilities inappropriately placed in Nursinq <br /> Homes. <br /> 3. The home at 2089 West Sunset will be leased jointly by four <br /> ( 4 ) individuals who either currently reside in a Nursinq <br /> Home or are at risk of placement in a Nursinq Home. <br /> 4. Utilizinq CILA resources, Macon Resources, Inc. will provide ' <br /> staff coveraqe 24 hours per day to support these individuais <br /> in the home; Day Proqram services outside of the home as <br /> requested by the individuals; and Case Coordination <br /> services. <br /> 5. DMHDD is responsible for providing Macon Resources, Inc. <br /> with ongoinq fundinq for all support services. <br /> � 6. The four ( 4) tenants will be responsible for payinq all <br /> household expenses. <br /> 7. This home at 2089 West Sunset is of new construction and <br /> should very nicely meet the needs of the tenants. <br /> 8. At this time the home meets all the State and Local <br /> regulations for this type of CILA livinq arrangement. No <br /> major renovations will be made to the interior or exterior <br /> of the home. <br /> . 9. The Fair Housi�g Amendments Act of 1588, effective March 21, <br /> 1989, brinqs individuals with developmental disabilities, <br /> under the protection of the federal fair housinq law, The <br />
