That u on the conditions hereinafter mentioned, <br /> P <br />' a special permit be, and it is hereby, granted to the Department <br /> of Military Affairs, State of Illinois, and only to said <br /> Department of Military Affairs, to own and operate an armory upon <br /> the premises aforesaid in accordance with the plat and plan <br /> thereof hereto attached marked Exhibit A and hereby made a part <br /> hereof. <br /> Section 3 . That said permit be, and the same is hereby, <br /> granted upon the express condition that prior to issuance of a <br /> building permit for construction, detailed plans including water <br /> mains, fire hydrants, sanitary sewers, storm sewers, parking <br /> lots, roadways and buildings be submitted to and approved by the <br /> Director of Community Development and Director of Public Works. <br /> Section 4.
