<br /> AN ORDINANCE AUTHORIZING THE ISSUANCE OF NOT TO EXCEED
<br /> $20 ,000 ,000 IN AGGREGATE PRINCIPAL AMOUNT OF HOSPITAL
<br /> FACILITY REVENUE BONDS , SERIES 1990 (DECATUR MEMORIAL
<br /> HOSPITAL PROJECT, ) BY THE CITY OF DECATUR, MACON
<br /> COUNTY, ILLINOIS , SUBJECT TO THE DELIVERY OF
<br /> DOCUMENTATION SATISFACTORY TO THE CITY
<br /> WHEREAS, pursuant to an ordinance entitled "AN ORDINANCE
<br /> setting forth the determination by the Council of the City of
<br /> Decatur, Macon County, Illinois, that it is in the public
<br /> interest to assist hospitals serving residents of the City in
<br /> financing hospital facilities, and prescribing the procedures to
<br /> be followed in the issuance of Hospital Facility Revenue Bonds by
<br /> the City, " duly adopted by the Council of the City of Decatur,
<br /> Macon County, Illinois (hereinafter referred to as the
<br /> "Municipality") on April 4 , 1977 , and approved by the Mayor on
<br /> April 4 , 1977 , as amended by an ordinance duly adopted by the
<br /> Council on April 4 , 1988 , and approved by the Mayor on April 4 ,
<br /> 1988 (as so amended, the "Enabling Ordinance" ) , the municipality �,
<br /> is authorized to issue Hospital Facility Revenue Bonds for the ��
<br /> purpose of financing in whole or in part the cost of acquisition,
<br /> purchase, construction, reconstruction, improvement, equipping,
<br /> betterment or extension of hospital , nursing home and other
<br /> health care facilities; and,
<br /> WHEREAS, Decatur Memorial Hospital , an Illinois Not-For-
<br /> Profit corporation, of Decatur, Illinois, (the "Corporation" ) has
<br /> requested that the Municipality issue its bonds and loan the
<br /> proceeds thereof to the Corporation so as to provide the funds
<br /> necessary to finance the acquisition of a hospital information
<br /> system and certain medical equipment, to finance construction and
<br /> remodeling projects for the Corporation' s hospital facilities and
<br /> to reimburse the Corporation for capital expenditures in
<br /> connection with the acquisition of certain equipment and
<br /> construction and remodeling of the hospital facilities of the
<br /> Corporation and to pay certain related costs, and the
<br /> Municipality is willing to issue its Hospital Facility Revenue
<br /> Bonds to provide a portion of such funds; and,
<br /> WHEREAS, in order to provide such funds, it is necessary and
<br /> in the interest of the Municipality to authorize the issuance of
<br /> not to exceed $20 ,000 ,000 in aggregate principal amount of
<br /> Hospital Facility Revenue Bonds, Series 1990 (Decatur Memorial
<br /> Hospital Project) (the "Bonds") pursuant to the Enabling
<br /> Ordinance, and the same is a matter pertinent to the government
<br /> and affairs of the Municipality; and,
<br /> WHEREAS, it will be necessary for documents satisfactory to
<br /> the Municipality to be delivered to the Municipality in order for
<br /> the Bonds to be issued;
