. ` • � NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Decatur, Illinois: Section 1 . That the Municipality is a home rule unit under the provisions of the 1970 Constitution of Illinois, and as a home rule unit may, under the powers granted by section 6 (a) of Article VII thereof, "exercise any power and perform any function pertaining to its government and affairs. " That this ordinance is adopted pursuant to the Municipality' s home rule powers and in accordance with the Enabling Ordinance, any provisions contained in the Illinois Municipal Code to the contrary notwithstanding. Section 2 . That the issuance of not to exceed $20 ,000 , 000 in aggregate principal amount of Hospital Facility Revenue Bonds, Series 1990 (Decatur Memorial Hospital Project) by the Municipality is hereby authorized, subject to terms and conditions, and delivery of documentation, satisfactory to the Council. Section 3 . That all acts and doings of the officials of the Municipality which are in conformity with the purposes and intent of this Ordinance and in furtherance of the issuance of the Bonds be, and the same hereby are, in all respects approved and conf irmed. Section 4 . That the provisions of this Ordinance are hereby declared to be separable, and if any section, phrase or provision shall for any reason be declared invalid, such declaration shall not affect the validity of the remainder of the sections, phrases or provisions. Section 5 . That this Ordinance shall be in full force and effect upon its approval by the Mayor. Section 6 . That all ordinances, resolutions, orders or parts thereof, in conflict with the provisions of this Ordinance are, to the extent of such conflict, hereby repealed.
