November 30 , 1989
PUBLIC WORKS MEMORANDUM
N0. 89 - 85
MEMORANDUM T0: Honorable Mayor and
City Council
FROM: James C. Bacon, Jr. ,
City Manager
SUBJECT: Extension of Watermain to
Lakeland Heights Subdivision
Items on the agenda for the meeting of Monday, December 4 ,
1989 are three resolutions relative to the extension of watermain
to the Lakeland Heights Subdivision.
The proposed watermain extensions would be from Grove Road
to Highland Avenue on Lakeland Road and Wheatland Road and from
Turpin Road to Midland Road on Kathy Court (see attachment) .
There are 75 property owners within the described boundary.
The City presently has signed water agreements from 44 property
owners, representing 59 of the total.
The approximate cost of the above described extensions is
$59,000 . Assuming an $11 per front foot tapping fee and double
water rates, the proceeds from the properties which have indi-
cated a wish to connect to the newly extended watermains should
amount to approximately $61,500 over 10 years.
' The three resolutions regarding this matter accomplish the
following, respectively; (1) makes the required statutory find-
ing that a majority of the landowners in the area desire the ex-
tensions of the mains , based upon water service agreements
presently on file and approved by said resolution, and directs
the City Manager and the Director of Public Works to construct
the extensions; (2) approves a change order to City Project 8901
Division A - Watermain Extension Program, to accomplish the con-
struction of the mains; and (3) authorizes the City Manager to
permit abutting landowners who have not yet submitted water serv-
ice agreements to tap onto the mains after they are constructed.
