CHAPTER 17 _ <br /> COMMUNITY DEVELOPMENT DEPARTMENT _ <br /> 1. ESTABLISHED. There is hereby created and established <br /> the Community Development Department which shall be so organized <br /> and administered as the City Manager shall from time to time <br /> direct, and which shall consist of the Director of Community <br /> Development and such other officers and employees as the Council <br /> may from time to time authorize. <br /> 2 . DIRECTOR. There is hereby created the office of <br /> Director of Community Development, the occupant whereof shall be <br /> appointed, and may be removed, by the City Manager, at will. <br /> 3. APPOINTMENTS AND RULES. The Director of Community <br /> Development shall be the appointing officer of the occupants of <br /> all classified positions assigned to said Department and may make ' <br /> reasonable rules, regulations and directives not in conflict with I'� <br /> law or ordinance to govern and administer the activities and 'I <br /> carry out the duties and responsibilities thereof, subject to the 'I <br /> direction and control of the City Manager. <br /> 4. DUTY AND RESPONSIBILITY. The Community Development <br /> Department shall: <br /> (a) Formulate, and when adopted, administer a comprehensive <br /> planning program for the City; <br /> (b) Administer and enforce the Zoning and Subdivision <br /> ordinances; <br /> (c) Serve as staff for the City Plan Commission, Zoning <br /> Board of Appeals, Construction and Housing Board of Appeals and <br /> the other boards, commissions and committees of the City within <br /> its concerns; <br /> (d) Formulate and administer a program or programs of <br /> community renewal; <br />
