� ' 1 <br /> WHEREAS, DMH Community Services Corporation ( the <br /> "Corporation" ) has requested that the Municipality issue its <br /> bonds and loan the proceeds thereof to the Corporation so as to <br /> provide a portion of the funds necessary to refinance certain <br /> taxable indebtedness incurred by the Corporation to acquire <br /> certain health care facilities located within the Municipality, <br /> to establish a debt service reserve fund for the benefit of the <br /> hereinafter described bonds and to pay certain related costs and <br /> the Municipality is willing to issue its Health Care Facility <br /> Revenue Bonds to provide a portion of such funds; and <br /> WHEREAS, in order to provide such funds, it is <br /> necessary and in the interest of the Municipality to authorize <br /> the issuance of not to exceed $8,000,000 in aggregate principal <br /> amount of Health Care Facility Revenue Bonds, Series 1988 (DMH <br /> Community Services Corporation) (the "Bonds" ) pursuant to the <br /> Enabling Ordinance, and the same is a matter pertaining to the <br /> government and affairs of the Municipality; and <br /> WHEREAS, the Corporation may request that the <br /> Municipality enter into a Purchase Contract with Smith Barney, <br /> Harris Upham & Co. Incorporated ( the "Underwriter" ) pursuant to <br /> which the Underwriter will offer to purchase the Bonds at a price <br /> acceptable to the Municipality and the Corporation; and <br /> WHEREAS, the Corporation has caused to be prepared and <br /> presented to the Council the following described documents: <br /> -2- <br />
