The distribution of the <br /> Preliminary Official Statement or drafts thereof by the <br /> Corporation or the Underwriter either before or after � the <br /> effective date of this ordinance is hereby ratified and appr�oved. <br /> Section 4. That the form, terms and provisions of the <br /> proposed Purchase Contract be, and they hereby are, in all <br /> respects approved, and that the Mayor and City Clerk of the <br /> Municipality be, and they hereby are, authorized, empowered and <br /> directed to execute and deliver the Purchase Contract in the name <br /> and on behalf of the Municipality to the Underwriter ; and that <br /> the Purchase Contract is to be in substantially the form before <br /> this meeting and hereby approved, or with such changes therein as <br /> shall be approved by the Mayor and City Clerk, with such <br /> execution to constitute conclusive evidence of their approval and <br /> the approval of the Council to any such changes; provided, <br /> however, that the Bonds shall bear interest at a rate not to <br /> exceed 9 . 00� per annum, shall be sold to the Underwriter at a <br /> -5- <br />
