t • ' ' �iCRGFtLM�b ORDINANCE NO. 88- 25 AN ORDINANCE AMENDING ORDINANCE NO. 77-33 "AN ORDINANCE setting forth the determination of the Council of the City of Decatur, Macon County, Illinois, that it is in the public interest to assist hospitals serving residents of the City in financing hospital facilities, and prescribing the procedures to be followed in the issuance of Hospital Facility Revenue Bonds by the City. " * * * * WHEREAS, Section 6 (a) of Article VII of the 1970 Constitution of Illinois provides that "any municipality which has a population of more than 25,000 ( is) a Home Rule Unit" , and the City of Decat�ur, Macon County, Illinois (the "City" ) , has a population in exc`ess of 25,000 and is therefore a Home Rule Unit and may under the powers granted by Section 6(a) of Article VII "exercise any power and perform any function pertaining to its government and affairs. . . "; and WHEREAS, in furtherance of such powers the City Council has heretofore adopted Ordinance 77-33 entitled the City of Decatur Hospital Facility Revenue Bond Enabling O'rdinance ( the "Original Enabling Ordinance" ) ; and WHEREAS, the City Council has heretofore found and does hereby find that it is necessary and in the interests of the public health and welfare of the residents of the City that the Original Enabling Ordinance be amended to authorize the issuance of bonds, the proceeds of which may be loaned to not for profit corporations which own or operate nursing home or other health care related facilities;
