� ' <br /> ( a) "Alteration" means any act or process that changes the <br /> exterior architecturai appearance of a property. Examples of ' <br /> alteration include, but are expressly not limited to , the ' <br /> following : new construction; window replacement , when the <br /> character of the window is to be changed ; addition of aluminum or <br /> other siding materials; fence construction or removal ; pavement , <br /> including parking lots or driveways , wh=ther connected to a <br /> garage or not ; and the installation or modification of satellite <br /> dishes or solar collectors. <br /> (b ) "Area" means a specific geographic division of the City <br /> of Decatur . <br /> (c > "Certificate of Appropriateness" means a certificate <br /> issued by the Commission indicating its approval of plans for <br /> alteration or constr�action of a Landmark or of a property within <br /> a Historic District as defined by t�is section. <br /> (d ) "Certificate o� Demolition" means a certificate issued <br /> by the Commission authorizing a demolition. <br /> ( e) "Commission" means the Historical and Architectural <br /> Sites Commission of the City of Decatur . <br /> ( f) "Council " means the City Councii of the City of <br /> Decatur . <br /> ( g ) "Demolition" means any act or process which destroys in <br /> part or in whole a Landmark or a structure within a Historic <br /> District . <br /> (h ) "Exterior Architectural Appearance" means the <br /> architectural character and general composition of the exterior <br />
