The City Plan Commission has recommended and the '� <br /> City of Decatur in years past has enacted ordinances p=oviding '� <br /> for the orderly development of areas of the City, allotting <br /> some areas to multi-family use after giving careful study <br /> to the need for adequate water, sewer and street facilities. <br /> Therefore, the City has enacted requirements for adequate <br /> off street parking spaces, setback Iines, and comprehensive <br /> building codes to ensure multi-family residences are built <br /> with features needed to provide convenience and safety for <br /> the dwellers therein. The City requires strucLures �to be <br /> designed for maximum protection from fire, for proper provi- <br /> - sion for sanitary facilities intended to protect health, <br /> and for safe electrical systems, and otherwise to include <br />
