Illegal conversions are inadvertently being encouraged <br /> if zoning permits muTti-family use and some properties are <br /> already conve=ted into apartments. <br /> 3. The older housing stock of the City, erected in <br /> the days prior to development aad adoption of modern building <br /> codes is poorly situated and suited for intense occupancy. <br /> The City pays a great price in neighborhood quality, property <br /> loss through greater fire hazards, tax base erosion and in- <br /> creased crime rates because of laa zoning allowing multi-family <br /> or commercial. uses in the downtown areas of our community. <br /> Many of the dwellings in and near the blocks included in <br /> the attached petitions in past years have been converted <br /> to multi-family without compliance with the City's building <br /> requirements. Where illegal conversions to multi-family <br /> use have occurred and have gone undetected by the City they <br /> constitute an encouragement to other less responsible property <br /> owners to make addiLional illegal conversions. The result <br /> has been that structural damages, plumbing, wiring and other <br /> building modifications have been installed which do not comply <br /> with applicable City ordinances and which endanger the health <br /> and safety of our citizens. <br />
