The proposed vacated area consists of a strip of land 50' in width
extending from N. Brush College Road on the West to N. Rowe Street
on the East with a} estimated area of 215,941 S.F. or 4.96 acres.
The land in question is commonly known ae Brenneman Road (See va-
cation plat prepared by Phillip W. Cochran and location map en-
closed as part of this report). The enclosed plat reflects that the
proposed area to be vacated has 3 legs totaling 4,227.99' . Site
► improvemeats oa the subect area includes oil and chip or rock sur-
facing approximately 25'. wide on the West leg which is 1,668' long y'
and oil and chip surfacing approximately 20' wide on the two eastem
legs which are 968.95' and 1,691.04' long respectively. A utilitq •
line (assumed to be a telephone line) extends along the Southem
edge of the proposed vacation area. The public records back to
1851 were researched and an agreement in favor of American Telephone
and Telegraph from Mary G. Brenneman was faund which was executed
in 1928. (copy enclosed). Without the benefit of an abstract of
title or title commitment it is not possible for the appraiser to
definitelq ascertain that this agreement is the oae permitting the
line now in existance but it is logical to assume that the line in j
existance is the one permitted by the agreemnt. Any vacation of the
road would be subect to aay existing easements or agreements. The ',
appraiser assumes that there are no other public utilities in the ',
proposed vacatioa area. Topography of Brenneman Road is essentially !
level and the condition of the road is only fair in the west leg due
; to heavy graia truck traffic going to the ADM East Plant. (See en-
closed photographs).
HIGHEST AND BEST USE
_ Existing Brenneman Road which is the subject of this report serves
as a road betweea Brush College on the West and Rowe Road on the
East. The plat furnished the appraiser reflects that ADM owas all
of the land oa both aides of legs 1 and 2 as well as on the South
side of leg 3. Laad on the North side of leg 3 is owned by M.
Querrey (Mary Frances Querrey). All of the abutting land to the
proposed vacation area is being used for agricultural purposes even
thought it is zoned M-2, heavy industrial. (See zoning map en-
closed).
