page 10 - Decatur City Plan Commiseion - 6/4/87
The exiating zoning conFiguration of M-2 between Wabash Avenue
and the railroad, M-1 along the north side of Wabaeh Avenue north
to the alley, and R-6 adoining said alley ia a good example of
transitional zoning. Such conPiguration for a lees reetrictive
zone to a more restrictive zone ie deairable for a buffer
protection to nearby residential areae.
However, an important Pactor in this eituation is the width of
the "transitional zone." The eaisting R-6 zone to the north is
separated from existing M-2 zoning along the south eide of Wabash
Avenue by only one tier of lots, or a distance of approximately
150 feet. Given this situation and the Pact that each epecific
M-2 use must receive location approval by the City Council, stafP
ia oP the opinion that the proposed zone would be consistent and
compatible with the general area as it presentlq exiata. In this
speciPic eituation, we note that the eziating operatione are
totally enclosed within the buildings, which is beneficial in
terms of compatibility with the neighborhood.
In view of the data presented, staff recommenda approval of the
petition.
Mr. Bertram asked if there were any comments from the ownere or
occupants.
Mr. McQueen etated that there had been commenta from thoee
fronting on Wabash Avenue of the propoaal--what the change was
and what could be enviaioned of thia. There were no inquiriea
from R-6 area to the north.
Chairman TuschhofP ask if aryone wiahed to epeak against the
petition.
Mr. Joe Patterson spoke for Jamee and Mary Patterson, 348 Wabash
Avenue. He expressed concern that the area is getting "unkier
and unkier." Also, has concern about the smell, what will
happen when trucks come in with the waete, where ia it going.
Alao, going over two blocka tires are piled up and the building
is in a atate of diarepair. ',
Ms. Tuschhoff asked if the unk and tire aituation is involved in ,I
this particular site. I
Mr. Patterson atated it is in general because there are people
moving back and Porth across the street that are involved in both
bueinesaea. Another concern is the alley north of the subect
lots and if anything will be done to close the accees to the
alley.
Ma. TuachhofP asked Mr. Alling to apeak to these concerna.
