page 11 - Decatur City Plan Commission - 6/4/87 - -
Mr. Alling stated that the alleycay ia a pubiic right oP way, not
privately owned and cannot be closed by his client. The tire
company ie not his clients; he is the owner of the building and
it ia leased. The land right acroes the street is ortned by hie
client.
Mr. Johnson asked that Mr. Reynolds addreas the concerna of Mr.
Pattereon iP there ia a problem with machinery or a truck breaka
down ie there any built-in protection againat theae things. .
Mr. Reynolds stated in case of a break down there ie a roll-off
dumpeter and it will go immediately to the landfill. The
building on the lot acroea the atreet ie in bad repair and was
when he bought it. There are plana to tear it down in the
future. The equipment there ie very valuable to them for apare
parte.
Mr. Tick aeked iP . a load of horse manure comes in and your I
. machinery is broken and it sits there for awhile what ie the next i
step.
Mr. Reynolds etated that it is taken to the landfill I
immediately--one of the advantages to the roll-off.
Mr. Tick asked what are the experimental products you will be
receiving from ADM and Staley.
Mr. Reynolds etated bean waste, horse manure, and paper are
proposed for uae in the experimental operation. They plan to go
on to some more later.
Mr. Flick asked will you be doing research on this site now and
then on to the landfill with it.
Mr. Reynolds stated the operation rrould be moved to the landfill
when Pull ecale production begina.
Mr. Bertram etated it is not a question of whether compoeting ia
a good idea it is a question of what ia that parcel zoned
• currently and what is allowed and not allowed. Queation for the
staff is under M-1 that would not be allowed, if true, what ia
the dec3ding factor in making that differentiation.
Mr. McQueen etated the M-1 would not accommodate experimental
processes as hae been deacribed. The M-1 classification with a
special pexhait rould accommodate the commodity ecrap proceasing
with the cardboard, paper and aluminum cans. That operation in
an M-1 district ia required to be 100 feet from residential
dietrict. City Council would have to wave that 100 feet, but the
experimental composting is permitted only in the M-2.
