SECTION 9: That the cost of said improvement, i�cluding construction costs , engineering costs for planning, construction , supervision, and resident inspection, court costs, attorney` s � fees , the cost of spreading the Assessment Rol1, right-of-way ' costs and all other expenses , sha11 be paid for by special , assessment upon the property benefited as provided by law, and that the estimated cost of said improvement, certified over the signature or the president of the Board of Local Improvements, and presented herewith and attached hereto is hereby approved in order to be transcribed in the records of this �oard. SECTION 10: That the recommendation for said improvement by the Board of Local Improvements of The City of Decatur, Illinois , together with the itemized estimate of the cost of such ' inprovement, both prepared and presented to the President and Village Board with this Ordinance as provided by law, and hereto attached, be and the same are hereby approved. SECTION 11: That permanent easements for construction, maintenance, operation and repair of said sewer system, including replacements , reconstruction thereof or inprovements �thereto across private property, together with manholes as shown on the plans and e��hibits, sha11 be acquired in the ma.nner required by law over and across the property described in "Exhibit IV" attached hereto.
