Clark, Director of Community u� <br /> Development, hereby requests that Section XXI.A.1. of the Zoning <br /> Ordinance (Ord. #3512) be amended to read as follows: <br /> XXI.A. 1. <br /> The City Council by majority vote may by Ordinance grant a <br /> special use permit only for the following special uses in any <br /> district, except as herein qualif ied, from which they are <br /> otherwise prohibited by this Ordinance, and may vary the <br /> application of otherwise applicable regulations for such special <br /> uses , provided that the essential character and nature of the <br /> surrounding neighborhood are not disturbed, and may also impose <br /> appropriate conditions and safeguards , including a specified <br /> period of time for the permit, to protect the comprehensive plan <br /> and to conserve and protect property and property values in the <br /> neighborhood. <br /> The purpose of the proposed amendment is to give the City <br /> Council authority to approve a special use permit by majority <br /> vote rather than two-thirds vote as presently required. Other <br /> action taken regarding the Zoning Ordinance including changes to � <br /> the language thereto, zoning district changes, and residence ' <br /> development plans all presently require a majority vo�e of the � <br /> City Council for approval.
