Main Street <br /> Decatur, Illinois <br /> Re: Sidewalk Vacation <br /> 100 Block South Main Street <br /> Decatur, Illinois <br /> Dear Mr. Wyse: <br /> As requested by you late last week we have made a personal in- <br /> spection of the herinafter described land for the purpose of es- <br /> timating what compensation should be paid to the City oi Decatur <br /> for vacating the sidewalk area. <br /> Normally we estimate market value of a property but in the case of <br /> vacations such as subject we have been advised by Hilmer landholt, <br /> Corporation Counsel for the City of Decatur, that the measure of <br /> compensation is what benefits will accrue to the recipient of the <br /> vacated area. We understand and base our opinion on the fact that <br /> the vacation will be subject to existing easements, if any, and <br /> further from conversation with Mayor Gary Anderson that an ease- <br /> ment for continued sidewalk use will be granted to the City as <br /> part of the overall vacation. <br /> The land sought to be vacated is located in front oi the buildings <br /> commonly identified as 103-107-115 S. Main Street and contains an <br /> area of 985 S.F. as reflected on the enclosed survey. The area in <br /> question is outlined on the enclosed plans. <br /> The legal description of the property sought to be vacated is as <br /> follows: <br /> Beginning at the southeast corner of Lot 4, of Block 4 of <br /> the Original Town of Decatur as recorded in Book A, Page <br /> 1 of the records in the Recorder's Office at Macon County, <br /> Illinos; thence easterly along the north line of Lot 3, a <br />
