to violate any of the provisions of this Chaptet except as ' . <br /> •herein otherwise permitted or as permitted by the Uniform <br /> Act Regulating Traffic on Highways of the State of Illinois. <br /> 9. The Fire Department officer in command, or any <br /> fireman designated by him, may exercise the powers and <br /> authority of a policeman in directing traffic at the scene <br /> of any fire or where the Fire Department has responded to an <br /> emergency call for so long as Fire Department equipment is <br /> on the scene, in the absence of or in assisting the Police. <br /> 10. Every person propelling any push cart , riding a <br /> bicqcle, or riding on any animal upon a roadway, and every <br /> person driving any animal-drawn vehicle, shall be subject to <br /> the provisions of this Chapter applicable to the driver of <br /> any vehicle, except those provisions which by their very <br /> nature can have no application. <br /> Signs and Signals <br /> 11. It shall be unlawful for the driver of any vehicle <br /> to disobey the instructions of any traffic sign or signal <br /> placed in view by authority of the City Council or in <br /> accordance with the laws of the State of Illinois, excepting <br /> on direction of a police officer. <br /> 12 . The Director of the Department of Public Works <br /> shall place and maintain all traffic control devices, signs <br /> and all other markings for the control of traffic and <br /> parking, as directed by the City Council or as required by <br /> this Chapter to make effective the provisions hereof . <br />
