6 . The Chief, of Police is hereby empowered to make and <br /> enforce temporary regulations to cover emergencies or <br /> special conditions. Such temporary regulations shall remain <br /> in effect only during the period of emergency or special <br /> conditions. He is further authorized to make, and cause to <br /> be enforced, temporary traffic or parking rules, regulations <br /> or restrictions or test traffic control devices or to test <br /> prospective rules, regulations or restrictions under actual <br /> traffic conditions. No such temporary rule, regulation or <br /> restriction shall remain in effect more than ninety ( 90) <br /> days. The Chief of Police shall, within 72 hours of the <br /> time the same becomes effective, file a report thereof with <br /> the City Clerk. <br /> General Provisions <br /> 7. Members of the Police Department , and auxiliary <br /> police assigned to traffic duty, are hereby authorized to <br /> direct all traffic in accordance with the provisions of this <br /> Chapter, or in emergencies as public safety or convenience <br /> may require, and it shall be unlawful for any person to fail <br /> or refuse to comply with any lawful order, signal, or <br /> direction of a policeman. Except in case of emergency it <br /> shall be unlawful for any person not authorized by law to <br /> direct or attempt to direct traffic . <br /> 8. The provisions of this Chapter shall apply to the <br /> driver of any vehicle owned by or used in the service of the <br /> United States, the State of Illinois, Macon County or the <br /> City of Decatur and it shall be unlawful for any said driver <br />
