45 . It shall be unlawful for any person to deface, <br /> injure, tamper with, open, or willfully break, destroy, or <br /> impair the usefulness of any parking meter installed under <br /> the provisions of this Chapter. <br /> 46 . A notice shall be attached to or placed upon any <br /> vehicle parked in violation of any of the provisions of this <br /> chapter which said notice shall appropriately indicate that <br /> such vehicle is illegally parked. The notice shall direct <br /> the operator of said vehicle to report to the City Finance <br /> Department in regard to such violation and shall indicate <br /> the penalty for such violation and the time and manner of <br /> payment thereof as is elsewhere provided in this chapter. <br /> 47. The parking meters herein provided for shall <br /> control parking between the hours, in such places, and upon <br /> such days as shall be provided by ordinance. When said <br /> parking meters are not controlling parking as in this <br /> section provided, vehicles may be parked without inserting <br /> any coin in said meter, but the parking lines ad�acent to <br /> said meters shall be adhered to in such parking in the same <br /> manner as is required during other times. <br /> 48. The coins required to be inserted in parking <br /> meters as provided herein hereby are levied and assessed as <br /> fees to cover the cost of the supervision, inspections, <br /> installation, operation, maintenance, control, and use of <br /> the parking meters described herein and also the cost of <br /> supervising and regulating the parking of vehicles in the <br /> parking meter zones created, and to assist in creating other <br /> parking areas to relieve congestion on the streets. <br />
