71. No charge shall be made for hourly parking in City <br /> Garages B and C for the five (5) respective Fridays and <br /> Saturdays immediately next preceding Christmas Day. <br /> 72 . The City Manager may, at the request of the <br /> Downtown Decatur Council, suspend hourly parking charges at <br /> City Garages B and C on not to exceed ten (10) days in any <br /> one (1) calendar year as incentive days to encourage greater <br /> use of the garages. <br /> 73. No charges or fees provided for herein for parking <br /> in any City parking garage or lot may be refunded or <br /> prorated for the unexpired term. <br /> 74. The City Manager is authorized to establish and <br /> publish such reasonable rules, regulations and procedures as <br /> may to said officer appear necessary or convenient to <br /> regulate and control parking in City parking garages and <br /> parking lots pursuant to, and not in conflict with, the <br /> provisions hereof . <br /> Penalties <br /> 75. Unless another penalty is expressly provided by <br /> law, or this Chapter, any person, firm or corporation who <br /> shall violate any provision of this chapter shall, upon <br /> conviction, be fined not less than Ten Dollars ($10. 00) nor <br /> more than Two Hundred Dollars ( $200. 00) . <br /> 76 . The fact that an automobile which is illegally <br /> parked is registered in the name of a person shall be <br /> considered prima facie proof that such person was in control <br /> of the automobile at the time of such parking. <br />
