' • , <br /> . <br /> along the south line of East and West Decatur to the point <br /> of beginning. <br /> Official Time : Whenever certain hours are named herein, <br /> they shall mean standard time or daylight saving time as may <br /> be in current use as provided for in this Code. <br /> Official Traffic Control Device: All signs , signals , <br /> markings and devices , including parking meters, placed or <br /> erected by authority of a public body or official having <br /> jurisdiction for the purpose of regulating, warning or <br /> guiding traf f ic. <br /> Park: When prohibited means the standing of a vehicle, <br /> whether occupied or not, otherwise than temporarily for the <br /> purpose of and while actually engaged in loading or <br /> unloading. <br /> Parking Meter: A mechanical device located upon a <br /> public street or sidewalk in a place designated by the <br /> Council as a parking meter zone, which device shall record a <br /> certain amount of time by the use of a clock mechanism, <br /> determining the period of time for which parking privileges <br /> may be extended to the person depositing a coin or coins <br /> therein. <br /> Parking Meter Zone: An area designated by the City <br /> Council where a vehicle may be temporarily parked and <br /> allowed to remain for the period of time indicated on the <br /> meter. <br /> Parkway: That portion of a street or highway lying <br /> between the edge of the roadway and the adjacent property <br /> line, except any sidewalk lying therein. <br />
