The following words and phrases when used in this <br /> Chapter shall, for the purpose hereof , have the meanings <br /> respectively ascribed to them in this section. <br /> A11ey: A public way within a block, generally giving <br /> access to the rear of lots or buildings and not used for <br /> general traffic circulation. <br /> Authorized Emergency Vehicle : Vehicles of the Fire <br /> Department , Police vehicles, ambulances, and such emergency <br /> vehicles of municipal departments as are designated or <br /> authorized by the City Council. <br /> Bicycle : Every device propelled by human power upon <br /> which any person may ride, having two tandem wheels either <br /> of which is more than sixteen (16) inches in diameter. <br /> Bus Stop : The space in the roadway ad�acent to the curb <br /> reserved for the exclusive use of city passenger motor <br /> buses. <br /> Downtown Area : Beginning at a point where the west line <br /> of South Church Street intersects the south line of West <br /> Decatur Street , thence North along the west line of South <br /> and North Church Streets to the north line of West Cerro <br /> Gordo Street , thence East along the north line of West and <br /> East Cerro Gordo Streets to the east line of North Jackson <br /> Street , thence south along the east line of North and South <br /> Jackson Streets and the east line of South Jackson Street <br /> extended south to the south line of East Decatur thence west <br />
