There is herebp created and established the <br /> Human Resources Department which shall be so organized <br /> and administered as the City P�anager shall from time to <br /> time direct, and which shall consist of the Human <br /> Resources Director and such other officers and employees <br /> as the Council. may from tine to ti.me authorize. <br /> 2. There is hereby created the office of Human <br /> Resources Director the occupant whereof shall be appointed, <br /> and may be removed, by the City Manager at will. : <br /> 3. The Human Resources Director sha11 be the <br /> apnointing officer of the occupants of alI classified <br /> positions assigned to said Department, and may make <br /> reasonable rules, regulations and directives not in <br /> coaflict with law or ordinance to govern and administer <br /> the activities and carr�J out the duties and responsibilities <br />} thereof, subject to the direction and control of the City <br /> t�ianager. <br /> 4. The Human Resources Director shall be the Equal <br /> Opportunity Officer for the City and shall be the Staff <br /> Advisor for the Advisory Co�nmission or.
