The Human Resources Department shall, under the <br /> direction and control of the City Manager, have the following <br /> duties and responsibilities : <br /> (a) To recruit suitable persons for e�ployment by <br /> the City in municipal service; <br /> (b) To assist the Civil Service_ Commission in <br /> testing candidates for appointment to, or <br /> nromotion in, the classified service; <br /> (c) To administer and enforce the general personnel <br /> rules and policies of the City, and to assist <br /> " the Civil Service Commission in the administration <br /> and er�forcement of the Ru1es of said Co�i.ssion; <br /> (d) To ad�a!inister and su�ervise employee safety, <br /> insurance, retirement and o�her benefit <br /> policies and programs; � <br /> (e) To �develop, plan and execute training programs <br /> for e�rnloyees ; � <br /> (f) To reco�mmend to the City Ma.nager fron time to <br /> tine new or a.�ended nolicies , nrocedures , pro- <br /> grams and techniques to improve and quantity <br /> and quality of public service and ta encourage <br /> and enhance greater competence and professional- <br /> ism in public service by and araon� City employees <br /> and officers ; <br /> (g) To encourage citizens to participate in local <br /> government, and particularly City government; <br /> (h) To develop and execute programs and policies <br /> to better inform the public of and about the ( <br /> operation, practices , policies and procedures <br /> of City government; <br /> (i) To develop and execute progra�s to nurtta.re and <br /> enhance better communication and understanding <br /> between the public and the e�ployees and <br /> officezs of the City in the pub lic service; <br /> Ej) To provide liaison and co�nmunication with <br /> public and private welfare and social <br /> ser�ice agencies ; <br />
