Allen, City Manager <br /> FROM: �� Charles Cherches, Director <br /> Dept. of Community Development <br /> SUBJECT: Vacation of a portion of Orchard Street <br /> Decatur Housing Authority has begun the development of Phoenix Park <br /> in the area acquired through the LAWCON Grant-in-aid program. <br /> The City acquired the land, re]ocated the occupants , cleared the land, <br /> and leased it to DHA for park development purposes, The Phoenix <br /> Park Community Center was built in the area under a special CDBG <br /> Entitlement Grant and the Boys Club was later constructed principally <br /> through contributions. <br /> As part of the development program, a request that a portion of Orchard <br /> Street be vacated has been submitted by DHA. Inasmuch as this vacation <br /> is a part of the overall development of Phoenix Park, I am suggesting <br /> that no appraisal be made, nor any charges assigned to DHA as the <br /> adjacent property owner. <br /> Attached is the map of the preliminary development plan and the location <br /> of that part of Orchard Street to be vacated. <br /> fr <br />
