The Agreement authorizes up to $732,000 in Federal funds which I <br /> represents 80% of the estimated construction cost of$915,000. �I <br /> May 16, 2016—Council approved Resolution No. R2016-50 appropriating an additional $120,000 �� <br /> in State Motor Fuel Tax (MFT) funds to pay for the City's portion of the improvement of the ' <br /> Mound Road Bridge over Spring Creek (East). The additional funds are added to $200,000 in MFT j <br /> funds approved previously for a total authorized MFT expenditure of$320,000. I <br /> BACKGROUND: ', <br /> On March 7, 2016, the City Council approved a City-State Joint Agreement for the reconstruction <br /> of the Mound Road Bridge over Spring Creek East. Total project estimate for the proposed bridge <br /> work was initially authorized at $915,000 with a maximum amount of$732,000 in Federal Funds <br /> and State motor fuel tax funds allocated to the City paying the balance of the project costs which �� <br /> were projected to be approximately$183,000 at that time. �I <br /> Because the project is receiving Federal funding, it is under the direct control of the Illinois <br /> Department of Transportation who received bids for the work on April 22"`�. A low bid of <br /> $1,022,767.94 was provided by Stark Excavating, Inc. This bid was $90,768 higher than the <br /> amount originally authorized. On May 16, 2016, the City Council appropriated $120,000 in <br /> additional State motor fuel tax funding for a total of$320,000 to cover the higher bid price and <br /> authorized IDOT to accept the bid and proceed with the project. The bridge work began on July 18, <br /> 2016. <br /> Since the bids were opened, the City requested and has now received approval from DUATS for <br /> additional Federal funding to cover the higher project amount. Amendment#1 to the Local Public <br /> Agency Agreement(originally approved by Council on March 7) authorizes an additional $86,214 <br /> in Federal funds for the project, for a total of$818,214 covering a full 80% of the awarded project <br /> cost of$1,022,768. This will reduce the expected City expenditure to $204,554 or 20% of the <br /> project costs. However, it should be noted that under the Agreement, the City will be responsible <br /> for all project costs that exceed $818,214 which is the Federal funding limit for the project. <br /> POTENTIAL OBJECTION: None <br /> INPUT FROM OTHER SOURCES: Illinois Department of Transportation <br /> STAFF REFERENCE: Richard Marley, Public Works Director, and Matt Newell, City Engineer. <br /> Richard Marley will be in attendance at the City Council meeting to answer any questions of the <br /> Council on this item. <br /> SCHEDULE: DESIGN AND CONSTRUCTION: <br /> Construction began on July 18th and is planned for completion by the end of 2016. <br /> � 2 � <br />
