"Ordinance" means this Ordinance . <br /> " Project" means the bu � lding and related equipment <br /> wh' ch are to be acquired and operated by the Company in part with <br /> moneys received under the Agreement . <br /> " Purchaser" means the institution named in the Bond <br /> Purchase Agreement . <br /> "Trustee" means The Citizens National Bank of Decatur, <br /> in Decatur, Illinois and its successors in trust. <br /> AUTHORIZATION OF THE PROJECT <br /> Section 2. In order to promote the general welfare of <br /> the City of Decatur, Illinois and its inhabitants by relieving <br /> conditions of unemployment and encouraging the increase of industry , <br /> the Project shall be and is hereby authorized to be financed as � <br /> desc^; bed herein . The estimated cost of the acquisition of the <br /> Project is not less than $2 ,000 , 000 , which will be provided by <br /> the issuance of the Bonds hereinafter authorized and the loan of I <br /> the proceeds thereof to the Company.
