. Section 4. That the City Manager and Corporation Counsel, <br />, - jointly and severally, be, and they are hereby authorized and <br /> directed to cause said real property to be acquired on behalf <br /> of the City, and in the event the same is not able to be ac- <br /> quired by agreement with the owners thereof upon the compensa- <br /> tion or consideration to be paid or furnished for the same, or <br /> in the event title thereto is defective, then title to and <br /> possession of said real property shall be acquired by and for <br /> the City by the exercise of condemnation under the Eminent <br /> Domain law of the State of Illinois. <br /> Section 5 .
