12 . The City Manager may suspend or revoke a license to <br /> collect and haul garbage issued under the provisions hereof for <br /> failure to comply with any of the requirements hereof or of any . <br /> other applicable code , ordinance, regulation, or statute of the <br /> City of Decatur, County of Macon or State of Illinois. Such <br /> suspension or revocation may take place only after the licensee <br /> has been given written notice warning of possible suspension or <br /> revocation and a hearing, if requested by the licensee, before <br /> the City Manager. Such request for a hearing must be made within <br />' five days of receipt of such written notice. <br /> 13. Each licensee hereunder, so far as feasible, shall serve <br /> customers in com act areas in order to revent several or more <br /> P P <br /> garbage vehicles driving up and down the same streets and areas . <br /> Each licensee is required to serve all persons desiring service <br /> in or in close proximity to the area in which he is giving <br /> service . In those areas of the city in residential zoning districts <br /> as established and provided by the Zoning Ordinance, or upon <br /> streets or alleys lying within said districts or next and <br /> adjacent thereto no garbage shall be collected by any licensee <br /> hereunder between the hours of 6 :00 P .M. and 6 :00 A.M. , and in <br /> all other areas of the City no garbage shall be collected between <br /> the hours of 6 : 00 P.M. and 5 :00 A.M. <br /> 14 .
