8 . A license for the hauling and collection of garbage <br /> shall not be issued unless the applicant for the same shall have <br /> and own proper and necessary vehicles , machinery and applicances <br /> for transporting and disposing of garbage in conformity with the <br /> provisions hereof and with all applicable traffic, health and <br /> sanitary ordinances, statutes, regulations or rules of the <br /> State of Illinois, the County of Macon and the City of Decatur. <br /> Such a license shall not be issued to any applicant who has been <br /> convicted of any health or sanitary rule, regulation, ordinance <br /> or statute of said State, County or City. <br /> 9 . A license to collect and haul garbage within the City <br /> of Decatur issued under the provisions hereof shall expire on <br /> January lst of the year following that for which the same was <br /> issued. <br /> 10. The annual fee for a license to collect and haul <br /> garbage issued by the City Manager under the provisions hereof <br /> shall be $100 for each vehicle to be used by the licensee <br /> to collect and haul garbage . <br /> 11. At the time of issuance of a license to collect and <br /> haul garbage , the City Clerk shall deliver to the licensee <br /> a seal or tag for each vehicle listed in the application form. <br /> Such seals or tags shall be approximately three inches in diameter <br /> and contain on their faces the words "Garbage Truck" , the year <br /> for which the license under which they are issued is valid, and <br /> the number of said license. Such seals or tags shall be attached �! <br /> to the front windshield of the vehicle on the passenger side. <br />
