' � s <br /> • , � . � t <br /> i + <br /> it is in fact a u,nitary system for the supply of potable water <br /> and the dosposition after use thereof within the corporate limits <br /> of the City; and, <br /> WHEREAS, the furnishing and operation of said unitary system <br /> is essential to the general health, safety and welfare of the <br /> community wherein the same is so furnished and operated; and, <br /> WHEREAS, that portion of said system furnished and operated <br /> by the City is supported by user charges based upon the quantity <br /> of water furnished therefrom to the users ther•eof collected through <br /> � periodic statements directed to such users or to the owners of <br /> premises whereat such use occurs; and, <br /> WHEREAS, that portion of said system furnished and operated by <br /> the District is supported in part by user charges based upon the <br /> wastewater flow entering said system from the premises whereat <br /> the water furnished by the City was so used, such user charges , <br /> if not otherwise directly measured, being based upon the amount <br /> of water so furnished; and, <br /> WHEREAS, it has been found and determined that combination <br /> of the user charges of said respective entities into a single <br /> periodic billing in Iieu of the separate periodic billings <br /> currently being used, would enhance the efficiency of the furnishing <br /> and operation of said system, and would enhance the collection and <br /> enforcement of the user charges of the District, and be thus <br /> conducive toward the betterment of the general health, safety and <br /> welfare of the community. <br />
