-17- <br /> Section 103�c) or regulations promulgated thereunder shall be <br /> repealed or relaxed or shall be held void by final decision of a <br /> court of competent �urisdiction, but only if any investment made <br /> by virtue of such repeal, relaxation or decision would not, in <br /> the opinion of counsel of recognized competence in such matters, <br /> result in making the interest on said bonds sub�ect to federal <br /> income taxation. <br /> Section 8. That the proceeds of the bonds hereby <br /> authorized be and they are appropriated and set aside and shall <br /> be expended only for the purpose of paying the (i) costs of making <br /> the improvements and extensions to the existing system of surface <br /> water drains of the City of Decatur as hereinabove ref erred to <br /> and as shown in the Report and the Supplements thereto referred <br /> to in the preamble hereof and copies of which are on file in the <br /> �office of the City Clerk of the City of Decatur, (ii) the costs <br /> of issuing the Bonds and (iii) interest on the Bonds on January 1, <br /> 1983 and July 1, 1983• That the funds derived from the taxes <br /> herein levied be and the same are hereby appropriated and set <br /> aside for the sole and only purpose of paying principal of and <br /> interest on the bonds herein authorized when the same become due. <br /> Section 9. The forms, terms and provisions of the <br /> proposed Contract of Purchase, Official Statement and Preliminary <br /> Official Statement are hereby in all respects approved, and the <br /> Mayor and the City Manager are hereby authorized, empowered and <br /> directed to execute and deliver the Contract of Purchase and the <br />
