Upon reasonable notice issued to the owner of <br /> record, the person or entity in possession or control of <br /> premises situated as set out in Section 9 hereof of .the <br /> provision and availability of surtace drains, all <br /> connections, such as downspouts, roof or area drains, <br /> including or admitting surface water into a combined sewer <br /> shall be terminated. <br /> 12. Such notice may be served personally, or by <br /> certified mail return receipt requested delivery restricted , <br /> � <br /> to addressee only, or by posting the same upon the premises <br /> whereat such a connection exists. <br /> 13. Any connection as set out in Section 9 hereof <br /> remaining unterminated is a public nuisance which may be <br /> abated by suit or otherwise. <br /> 14 . The City Manager may promulgate and cause to be � I'�I <br /> applied such rules and regulations not in conflict <br /> herewith as he may deem reasonably necessary or convenient <br /> to implement and administer the provisions hereof. <br /> 15 . Any person, firm or corporation that violates <br /> any provision of this chapter shall , upon conviction � <br /> be fined not less than $25 . 00 nor more than $500. 00 for <br /> each offense. <br />
