�} Chaptex 13.1 <br /> the Purchasing Agent the same shall be taken to mean <br /> and be construed as said- Director. <br /> 5. �The Department of Central� Service� shall:� <br /> (a) Except as otherwise expressly provided by <br /> Iaw or ordinance purchase all materials, <br /> equipment, supplies and contractual services <br /> for the City at the most favorabie price <br /> all things considered and see that the <br /> material, equipment,. supplies and contractual <br /> services delivered or rendered are correct <br /> in number or amount and comply with the. <br /> _ standards and specifications agreed upon <br /> at the time of purchase; <br /> (b) Esta.blish standards: and specifications to <br /> control purchases: by the City anc� prepare <br /> and recoimnen� to the Manager such standards <br /> as to quantity, quality, �ize and variety <br /> of. articles, equipment and supplies for <br /> use by the dpeartments of th� City as will , <br /> make uniform purchases: for all city , <br /> departments wheri consistent with the '� <br /> efficient operation thereof;� i <br /> (c) Schedule and conduct all bidding and <br /> awarding processes for such materials, equip— <br /> ment, supplies. and contractual services <br /> except as othezwis� expressly provided by <br /> law or ordinance and, when necessary, <br /> suimnarize hids� and make reconmiendations� to <br /> the Manager and Council with regard thereto; <br /> (d) Purchase materials, goods or contract for <br /> services involving an outlay of less than <br /> $5 ,000 without further approval of the Counc�il <br /> or formal advertising, from persons or firms <br /> submitting to said Director the lo�sest and <br /> best bid in accordance with the procedures, <br /> rules and regulations of the Department, <br /> provided that funds have been appropriated <br /> and are available for the purpose , and keep <br /> a record of all price quotations, bids and <br /> awards; <br />
