No plat or subdivision of land required to be � <br /> approved by the Council shall be submitted for such approval <br /> unless the same is accompanied by a recommendation from <br /> the Commission after a hearing held by it with regard <br /> thereto. <br /> 6. The Commission shall keep written records of all <br /> its transactions and meetings whether regular or special <br /> which said records shall be public records open to inspec- <br /> tion at reasonable times. - <br /> 7 .
