There is hereby created the City Plan Commission II <br /> which shall consist of eleven residents of the City appoint- �� <br /> ed by the Mayor with the consent of the Council for terms II <br /> of three years, and until their respective successors are '� <br /> appointed and qualified, to serve without pay. <br /> 2 . The Commission shall biannually elect a Chairman, <br /> Vice-Chairman and Secretary and �uch other officers all , <br /> from its own membership, and adopt such by-laws regulating I' <br /> the time, place and manner of holding and conducting its <br /> • meetings , as may, in the judgment of the Commission, be ��I <br /> proper and necessary to carry out the work of the Commission <br /> 3. The Commission shall exercise such powers and per- <br /> form such functions as from time to time may be provided by <br /> law or by ordinance, and shall hear and return recommenda- I <br /> tions upon such matters as may be referred to it from time i� <br /> to time by the Council. <br /> 4 . The Commission shall from time to time review <br /> and hold hearings upon the Comprehensive Plan and recommend <br /> to Council such changes , including adoption of a new or <br /> amended plan, as may in its judgment be in the best interest <br /> of the general health, safety and welfare of the community. <br /> � <br />
