The Department of Community Relations shall,. <br /> under the direction and control of the City Manager, have <br /> the following duties and responsibilities : <br /> (a) To encourage citizens to participate <br /> in local government, and particularly <br /> City government; <br /> (b) To develop and execute programs and <br /> policies to better inform the public <br /> of and about the operation, practices, <br /> policies and procedures of City government; <br /> (c) To develop and execute programs to <br /> nurture and enhance better communication <br /> and understanding between the public <br /> and the employees and officers of the <br /> City in the public service; <br /> (d) To provide liaison and communication <br /> with public and private welfare and <br /> social service agencies; <br /> (e) To assist the Department of Personnel, � <br /> when requested b� the Director of <br /> Personnel, in educational and training <br /> programs for City officers and employees ; <br /> (f) To develop and execute programs to serve <br /> and make effective the policy of the City <br /> concerning employment, housing, human <br /> recognition, soci.al and environmental <br /> betterment and other human relationships <br /> and sociological concerns; <br /> (g) To advise and counsel the commissions , <br /> committeees and boards of the City upon <br /> all aspects of human relations and to <br /> assist said coimnissions , committees and <br /> boards to fulfill their offices , duties <br /> and functions ; <br /> (h) To advise the City Manager upon all <br /> aspects of the relationships between <br /> people in the community and to suggest <br /> ways , means .and programs by which the <br /> same may be nurtured, bettered and <br /> enhanced; <br />
